Dark-launch switches: code can ship to production while customer-facing paths stay inert until you flip a flag here. Every flip writes audit_log. Verify & stamp re-confirms a flag’s true live state (records who/when + a note) without changing it — use it to reconcile the paper trail; it refuses if the record disagrees with production.
